About the Authors

H. Scott Johnson Jr., is a co-founder of PCT Law Group and serves as its Managing Member.

Scott has extensive corporate and employment law experience. His practice includes counseling and advising businesses at all stages of the growth cycle on a broad range of matters including corporate formation and organization, mergers and acquisitions, business contracts, employment agreements, employment policies, joint ventures, and corporate transactions. Scott has served as "General Counsel" for several small and mid-sized companies. Scott also maintains a litigation practice, which focuses on complex commercial disputes, business torts, and employment issues.

In addition to managing PCT Law Group, Scott is a Professorial Lecturer in Law at the George Washington University Law School, where he teaches transactional drafting to upper-level students.

Angela France is the Managing Member of PCT Law Group’s Northern Virginia office.

Angela offers a wealth of corporate transactional experience on a wide-range of legal disciplines, including business contracts, corporate formation, mergers and acquisitions, employment matters, bankruptcy, and creditor's rights. Additionally, Angela is a seasoned litigator, who regularly appears in state and federal courts on behalf of business clients in complex commercial disputes, business torts, and employment actions.

Angela has been recognized as one of Virginia's "Legal Elite" by Virginia Business Magazine (2007-2009), and a "Rising Star" by Virginia Super Lawyers & Rising Stars. She has lectured at the National Business Institute and served as a guest lecturer at the George Washington University Law School. Her writing credits include articles in Atlantic Coast In-House and the Society for Human Resource Management.

Malik Cutlar is the Managing Member of PCT Law Group’s litigation practice and focuses his practice on litigating a variety of business and employment matters. He also provides advice and counsel on employment policies, executive compensation, employment contracts, non-competition agreements, and severance agreements. In 2009, Malik was recognized as a “Legal Elite” by Virginia Business Magazine. In 2006 and 2007, he was selected as a “Super Lawyer,” in Virginia and Washington, D.C. respectively, by Law and Politics. Malik has also been recognized by Virginia Lawyers Weekly for having secured one of the largest jury verdicts in 2002 and 2007. Malik obtained a J.D. from Cornell University Law School and a B.A. from the State University of New York at Binghamton.

Thomas Jackson heads PCT Law Group’s intellectual property practice. Tom has written and prosecuted hundreds of patents to issue in the fields of electrical, electronic and computer arts, optical devices, telecommunications, and converging television technologies. He is also an experienced litigator serving as counsel to both patent owners and in defense of patent litigation. Tom is the author of "The Role of the Attorney in the Telecommunications Industry Today" which appeared in Telecommunication Client Strategies (2008) as well as “A Machine is Easier to Argue than a Transformation” which was published on Law360.com (2009). Tom obtained a J.D. from Seton Hall University, an M.S. from the George Washington University, and a B.S. from the University of Pennsylvania.

Raymond Millien is a co-founder of PCT Law Group and the author of the Washington DC Patent Attorney blog. Ray's practice includes developing strategies and counseling clients on patent, copyright, trademark and trade secret matters. He also performs intellectual property portfolio evaluations and due diligence for corporate transactions. In addition to practicing law, Ray is a national lecturer for the BAR/BRI Patent Bar review course. He has also served as an adjunct professor of legal writing and oral advocacy at the George Washington University Law School as well as a professorial lecturer of Intellectual Property Law at the George Washington School of Engineering. In 2009, he was named one of the 250 "World's Leading IP Strategists" by IAM Magazine. Ray obtained a J.D. from the George Washington University Law School and a B.S. from Columbia University.
